You get it with the windows package or you can use this site-

It comes with Microsoft Windows XP SP2, plz.

It comes already build into Windows XP and WIndows Vista. It does not work on any other version of Windows. So if you have XP or Vista, you already have Movie Maker.
Go to (All)Programs > Accessories and you should find an icon for it on the menu.

If you have pre installed Windows in your computer then it will be there. If you have deleted or facing problem then update windows that could help you.
If you have Windows cd it will be in that cd.
I am sure it is not possible to get from some where. If you have original windows then you could call Microsoft they might help you.
