The other answers are correct, you're looking for a cut of meat called Prime Rib and you'll have to go to a store with a big meat department to get it, or go to a butcher shop. It will be expensive, seriously.
You can get it with the ribs still on it but honestly, it's pretty hard for a beginner to cut it with the ribs on.
For the most flavor, at a butcher shop you can ask to have the "cap" left on it. The cap is a thick layer of fat the covers the top of the meat. When it's left on, it melts during cooking and gives you lots of pan drippings and adds flavor to the meat. It can easily be removed after cooking.
A butcher is really the best way to go because they can really give you hints on cooking, although they are more expensive. He can also tell you how long and at what tempurature to cook the particular piece of meat that you buy.
Please, whatever you do, no matter if you don't like rare beef or not, do not cook it past medium rare! That's a terrible thing to do to any piece of meat but it's especially bad for a prime rib.
Cooking it isn't hard, salt, pepper and garlic on top, toss it in the oven, wait the recommened amount of time, take it out of the oven, slice and eat :-)
Although the cost is high, it is something that everyone should do at least once at home, it's soooo good!

You will need to go a good store [ wal-mart does not have it I tried] . Ask someone in the meat department they will show them to you and have tips for cooking. If you want to check them out first go to the beef section and look for a cut of meat that looks like a very large pork chop they will cost a lot ! I make them for Christmas they are easy to cook and very tender. They may be labled rib roast [prime]. Be sure to ask for help They may only have 2 or 3 cause they cost so much but they are worth it ! Sorry the first two answerers were not so helpful.

You can't use different cuts of meat for prime rib--it's only one cut, and it's called a "standing rib roast."
It's very expensive though. The last one I bought was to feed four people, so I got four ribs. It was $45.00 for the roast, and it was a VERY small roast.

It is called Prime Rib because the beef cut is the Prime Rib.
It is the very best cut of the rib section.
That is the only cut that you can call that. Plus, I will share the fact that prime rib is VERY expensive.

go to a butcher shop or a food service distributor not retail and purchase a lip on ribeye boneless, you can buy it with bones (109 rib) a lot less expensive, there are several grades to deal with, starting from the very best
prime
choice
no roll
utility
cooked medium rare to rare
use a alto sham to roast off the product
