If this person was carrying a plastic bag and he vomitted in public but the throw up got into the bag, then he's not against the law. Vomiting in public may consider as littering and the minimum penalty is HK$1500.

There are no laws against vomiting in public. I have thrown up numerous times all over the place and i have never been in trouble for it.

Well, if it is constant vomiting, then I am sure the persons should go to a doctor or something or bring a bag.

If you find it disturbing, call the police. They will then probably send that person to hospital for treatment.
