If you are creative you can find frames and useful things at second hand stores and dollar stores. Try using some of your favorite photos by blowing them up on a copier and floating them in an open glass picture frame. You can also find inexpensive unfinished shelves at any home store such as Home Depot or Lowe's and spray paint them or use wood cubes and make a wall arrangement . Look in some magazines and get ideas you will be surprised what you will come up with. Good luck and have fun with it.

everything on this web site is free, you can find some very interesting things on there including furniture, a friend of mine just got a queen size water bed, and in return you may want to donate items. Another idea, find the pictures that you would like to frame, go to Home Depot and look at the trim in the lumber department, there are some beautiful trim pieces, you can actually cut them to size, or have an associate do it right in the store, even with the corner angles or miter saw, custom built frames, paint or stain them, add glass or Plexiglas's as it becomes affordable

Why not make your own. One way is go through all your photos, why leave them in box to gather dust. Put them in a picture frame. Group them together in the frames. Also if you have children even nieces, and nephews, their school artwork will look great. Lastley that old calendar which you've never been able to throw out because you love the pictures, well why not frame them.

Unfortunately, picture framing has gotten quite expensive over the past 10 to 15 years what with many of the frame mouldings coming from Europe and South America.
To try even a low cost budget, you may have to search long and hard. The best place to look for inexpensive frames would be at Walmart, yeah what a thought, but they do have many solid wood frames ranging in sizes 5x7 up to 11x14 (or larger) that could be bought for $2.00 to about $7.00. And many times these already include the glass and mat(s) with hanger on back. This saves you big bucks in not having to get mats cut or glass. You may also try other stores like Micheal's, K-Mart, Hobby Lobby, Tuesday Morning, Frame It Yourself, The Great Frame Up and so on. They are always having sales on items and getting rid of cut matboards from their inventories. I know Michael's has a HUGE selection of already matted art prints and when they have their 50% Off sale you can go gather 5 to 10 good prints.
Another way to find "inexpensive" frames is to visit some of the picture framing shops in your area. Many of these business's cut up their frame mouldings for customers orders and what they have left over they cut to standard sizes for resale. If they are willing, you can ask them if they would sell them in "bulk" pricing, so as to get rid of their accumulating inventory. Also ask if the prices include glass and a backing. Some do and some don't. I know also that many art stores carry bulk matting and if they use them for framing, they ALWAYS have scrap matboard that they are willing to get rid of. You can use these to make modern, impressionistic, mural or decopage framed art at your own whim, to the tastes that you desire within your abode! You have so many possibilities.

If you have a Big Lots where you are try that one my daughter always finds something there. Try making your own, buy poster frames decorate the back ground with color and use pictures of yourself with friends and family or others memories to slap in there in different designs. Maybe some of your own art work or nieces and nephews.

Creative genie here! I love reading magazines, and lucky enough to have a local antique store where I can find all types of picture frames. I paint them all the same color (to match the room I'm decorating) (You could just order mats from a local frame shop.)
Carefully remove any pictures that you like, mat them all in one color, hang them in a straight row across the back of your sofa, or hang them evenly around the sides & top of a large mirror.
Use family photos. Put them in matching frames and create your own wall of family history!
