No, periodontal disease affects your gums, not lips or tongue.

The bump under your tongue sounds like a gum blister, will go away after a day or two. The lip swelling shouldn't be caused by gum disease, maybe you burned your lips on hot coffee or something else

JUSTIN,
THE BEST THING TO DO IS TO VISIT A DENTIST FOR A CONSULT ABOUT P.D.
ARE THESE BUMPS VERY HARD? THEY COULD BE MANDIBULAR TORI. THESE BONY GROWTHS ARE VERY NORMAL AND HARMLESS. NOT EVERYONE HAS THESE.
P.D.HAS NO EFFECTS ON THE LIPS SUCH AS YOU DESCRIBE.
