The more correct is "two thousand seven" but to say "twenty-o-seven" isn't incorrect, but it is less formal. Very technically speaking, "two thousand and seven" is incorrect because "and" is reserved for decimals and fractions. Response to elflaeda: Inserting the "and" in "two thousand seven" is technically incorrect because it denotes a) the decimal point, or b) the old-fashioned English way of speaking two-digit numbers in reverse order (e.g. two and twenty, six and eighty). Since 2007 has no number to swap with the seven other than zero, it is incorrect to insert "and." If it were 2027, it could be correctly pronounced as both "two thousand seven and twenty" and "two thousand twenty-seven."

Don't listen to anyone above who says 'two thousand seven' is right. I'm English so I should know how to say something in English.
I live in England and am so am surrounded by English people and everyone of us inserts the 'and'.
'07 is an abbreviation and is usually only used in regards to written dates.
