Top Contributors are actually misleading. Just because they have answered a lot of questions, doesn't make them an expert. I've read some of their answers and some don't make any sense, some are offensive, some answer just to answer but do not offer anything noteworthy. Unfortunately, I don't think there's a way to block anyone from answering.

No you can't. Why would you want to block out those who are expert in a certain field. If you donot want someone to answer, don't ask.

This is Not a place to 'pick and choose' who answers .
If you want to ask , suck it up , no whining .
If you can't , then perhaps your solution is 'don't ask'.
