So, we were on his bed watching a movie, just like we always do, and we both just kinda forgot about the movie and started playing with eachothers hands, having a bit of a tickle war (that sort of thing). then he told me my hair smelt good. THEN, 2 weeks later the boy was holding me close and looked into my eyes and said "you are my best friend". Im just so confused about what i should do, because he acts like he likes me as more than a friend, but he says the complete opposite! Help!!

A boy will never say something mushy like "your hair smells good" to someone who is just a friend. And if he is holding you close and looking into your eyes, he is clearly sending you flirt signals. If you like him just as much, go for it because the light is green. If you don't, you have to shoot him down.

Well . . . I think he probably does like you to be playing around like that. Don't write him off because he told you that you're his best friend . . . the fact that he was holding you close and the way he keeps touching you tells me that he might really be interested in you. I think you should do some of the same stuff to him . . . ie, give him random compliments and touch him. I'd start with the hands or ears if I were you. You should probably ask him out on a date sooner or later too if you think there's a good chance that he likes you. (I think there is, but it is possible that he's just a really friendly guy.) Good luck!

When he said "you are my best friend" that was his way of telling you that he does like you more than that.
The key to a long lasting relationship with someone is to be their best friend as well as their lover.
You see many married couples refer to each other as their "best friend".
He was just saying that he trusts you completely.
The alone moments you have been sharing show he wants more than friendship.

I think he's fishing for a response from you. He doesn't want to be rejected, so he's pretty much leaving the ball in your court.
It's sounds like he's interested in you for more than a friendship, and if you're interested in him as well, then ask him if he would like to be more than friends?

Yes, he "likes" you for more than a friend. "Touching" you is a way of seeing how far he can go. Ask yourself what do YOU want? If you just want to be friends, then be careful when you're alone with him.
