Running shoes should definately be comfortable! If you have shin splints try to use spikes rarely, since they are usually uncomfortable. Try to find shoes with good arch support and lots of cushioning. Any nikes or addidas running shoes should do. The people at most athletic shoe stores are very helpful when it comes to finding the perfect shoes for your feet. Also try to run on softer surfaces to help with the shin splints, good luck!

The shoe should be soft enough to bend it by hand. When practicing don't run on concrete. I bought a mini trampoline to jog on alternate days to prevent/slow down shin splints.

You need to go to a regular shoe store that fits shoes and have them fit you for a pair of shoes made for running track. They will know what kind of shoe you need and they will measure your feet etc to be sure you get a good. You cannot just go out and buy running shoes without having someone fit them properly so go to regular shoe store and get fit for proper shoes.
