They could enter the same as any civilian, as the guest of and escorted by a DoD ID card holder.
Unless they have been specifically banned from Military installations as part of their Courts Martial.

Sure you can get on army bases you just have to go through a gate that preforms searches. They will ask you to stop, shut off your engine, open all door, the trunk and the hood. They'll ask to see your license and registration, they'll make sure everything is current, that you have no weapons and then your free to go on base. Good rule of thumb is to keep your license or a photo id on you at all time while your on the base. This is the policy for all civilans entering military bases. Civilians come on bases for all different reasons, to see musemues, different events, medical care, to vist family, ect. Some bases the guards will ask what is your reason for entering the base (as long as you don't say to kill american people) i would say you'll be fine. Heck I know we have a felony sex offender who lives on base with his army wife, so you should be fine.

Don't you have to have a military ID card to enter a base? If you don't have one, you can get a Visitor's Pass--at least that was what happened the last time I went to Lackland AFB with my son (who was active duty) to take him to the hospital. Since I was driving my car, I had to go to the Visitors Center and get a pass---even though he had his military ID with him! If we were in his car, we would of been flagged on through.
If the dishonorably discharged sailor just shows his ID such as a driver's license--I would think he would be able to enter as any regular civilian would.

If you are in the vehicle with an authorized person entering the base, normally all you have to do is show a picture ID. If you are in a company/contractor van/pick-up truck, your name must be included when applying for the daily entry pass (when you have the company vehicle inspected at the truck inspection area) and show your contractor's badge.
The type of discharge has nothing to do with entering the base.
(USN, retired//gov't contractor going daily to the Norfolk Naval Base, Va)
