a 21 yr old to date a 16 yr old.... i'm asking if its wrong..not illeagal. i know that it is illeagal.... but age is just a number right?

Firstly, it isn't illegal to date an underage person, it is illegal to have sexual relations with an underage person. So my thinking is you are talking about the second thing and not the first. Am I right? If so, as to whether its right or not - its wrong. The difference in age is more than just numbers, its a question of experience, and not just sexually. I'm talking life experience.
At sixteen, I would hope the teen is still in school, getting an education, perhaps learning to drive and starting the whole dating scene. At twenty-one perhaps College or work is part of their life experience, alcohol may be a part of the life-style, and the person may have had a few relationships already, some bad and some good.
And the question has to be asked - why does the older person want to be with a teen? What is the attraction? Is it the lack of previous experience (so lack of comparisons) that appeals? Or is it the possibility of moulding the younger person into something more like they want? Is it being afraid of a more mature person's assessment of them? Or of the baggage that comes with life experiences?
If the answer is none of those and there is just a real affection between these people why not try non-sexual, no pressure dating, giving the younger person a chance to mature? If that's too big an ask then this is not something that should be pursued

Age is a number, but maturity isn't. A 21 year old is on a different maturity level that a 16 year old... It's not that many years apart, but there have been lots of experiences and learning that sets those two apart.

If it's illegal, then don't do it. Where do you live that dating a 16-year-old is illegal? Would taking a chaperone along make it legal?

In many countries it would be legal so they would consider there to be nothing wrong with it.
