Don't kid yourself. That cop had you pegged for a traveler the moment he set eyes on you. The questions and the search were just a formality, an excuse to make it look as close to due process as he needed to run you out of town. You'll never win that fight, so long as the cop has the blessing of the city (made up of voters similarly inclined). Make no mistake, he has it.
The extent to which law enforcement cracks down on solicitation in a small town rests exclusively at the discretion of the township. Local town-hall meetings set the stage for future law-enforcement strategies based on past history, and are almost certainly advocated by the town's residents in their entirety.
Why he chose to act that way is uncertain, but it could have been due to any of a number of possibilities:
-- The last time (or two times or ten times) travelers came into town purporting to look for honest work, they were in fact grifters who fleeced the townsfolk out of a lot of money;
-- The cop knows that the residents or the town have little to no recourse against an unlicensed contractor who performs shoddy workmanship on the township's homes. He's protecting his constituents by keeping fly-by-nighters away.
-- The last two guys in a banged-up truck parked near a school zone were selling illegal drugs to the kids.
-- The cop may just be an a$$hole, and gets off on marginalizing anyone he can get away with (blacks, latinos, gypsies, and white guys with long hair are easy targets).
The $100 ticket is unenforceable, and the cop knows it. The cop also knows that you'll never challenge it in court, though, since your transparent balance of fear of his retribution and contempt for his authority will override any sense you might have of seeing justice done by fighting the ticket in court. Oh, and he also knows you'll never pay it. Your contempt for his authority would never let you pay the fine, and your fear of his retribution will keep you safely out of his town for the foreseeable future (after all, you want to avoid getting arrested on an outstanding warrant). In other words, you're giving him exactly what he wants.
I used to be the white guy with long hair, so to an extent I appreciate your frustration. But I'm also the resident of a modest-size town with its own police force, and I harbor no illusions that the gang member our police force picks up is twenty times more likely to be latino than white, the guy brandishing an illegal sidearm in the passenger seat is ten times more likely to be black than latino, and the guy who just fleeced my next-door neighbor for $5000 on an elaborate scam is forty times more likely to be a traveler than a resident in my town.
As long as easily identifiable patterns in human behavior exist that have any traceability to race, color, rebellious streak or ancestry, cops will discriminate. And as long as patterns like that continue in my home town, my home-town cops will have my blessing to do so.

Now I'm not a real big fan of the police but the cop that pulled you over and harassed you because you are a gypsy is A OK in my book. Your nothing but a bunch of con artist theifs and you probably asked this question on a stolen computer.

Gypsies have a bad rap because historically they are involved in scams and petty theft.
In both Naples and Rome Gypsies tried to pick-pocket me.
One day while driving through Texas, I stopped to have my spare tire fixed while there was another family in their van also having a tire fixed. After they drove off, the owner of the auto shop was missing some tools and a small power jack. . .
It is not really discrimination but 'profiling' when people fit certain characteristics and mannerisms that historically have acted in the same way. Because of my ethnical makeup, I have been insulted by Blacks, Hispanics, Englishmen and their dogs etc. . .

Last name don't mean a thing pard. Irish gypsies in my area are the worst con men. Yep, poor ole people going door to door asking for money. This is while someone is at the back door entering the house while you got the victim at the front .I've dealt plenty with you guys near the Chicago area. You pay your fines if you are Rom because you will be exiled from your family if you are put in our jails and fed our food and clothed in our clothes for about a month.
You get caught and pay a nominal fine once out of every 300 rip-offs. Don't cry and tell me all about how Jesus gave you permission to steal after one of yours took the nails for Christ's cross. Chicago is a haven and you a++holes know it.

"Gypsy" is not classified as a race or ethnicity so legal discrimination does not apply. Gypsy is a term given to certain people regardless of their race based on a lifestyle based criminal/unethical behavior
Every Gypsy I have encountered was a thief and liar. I would have done the same thing based on the fact you are a Gypsy.
Anyone who disagrees with me or is offended my these statements knows very little to nothing about Gypsies and their endless scams that take advantage of the elderly. .
Did you know Gypsy's believe God granted them authority to steal because supposedly a young Gypsy boy stole the fifth stake that was to be pierced through Jesus' heart when he was crucified. In order to reward the boys theft God has granted them sinless in all theft.
I know an Expert on Gypsy scams and have dealt with a lot of their victims. They sued my coworker, who was recognized as an expert by the courts, for discrimination and lost based on my first statement.

If i were you id be looking into a law suit go to walgreens or office depot and buy a tape recorded and go back to the town if he is what you say he is he'll pull you over again put the tape recorder in you inner jacket pocket (test it before you attempt this and record play dumb with him just to get him to repeat all statements from the first time and now you've got it on tape get a lawyer and got to the state supreme court and sue for racial profiling collect a large sum of money. Aw and the cop well he'll still be chokin on donuts and coffee (sniggle) at home lol

Hitler did a lot more to Gypsies, and other groups he did not like than small town police ever could. The "Terrible Williamsons" andother con-artists Gypsies have given the hard-working and fortune-tellers a bad name. Police are supposed to check out strangers, esp GROUPS of strangers.
The LOCALS make thePOLICE answer for ignoring "threats".
Any complaints after ignoring strangers would get police teased and talked about ENDLESSLY...FOREVER.

I believe gypsy simply means moving around, and that is not a crime. People who live in their RVs are "gypsies".

It shows you that one cop discriminated. If you were near a school that is unfortunately suspicious behaviour. I hope you cooperated with the "cop" that is always the best way. It's unfortunate that your experience was bad.
