You wear a prom dress or wedding dress and well in my opinion you are going to have to try that much harder to look beautiful. Yes, that are painful in certain places. Dont know about lower arm though. I have one on my lower back and inside hip... hip hurt not back. Both can be covered in a bikini.

In most states you have to be 18yrs of age or have a parents consent. I just got my first tattoo at the good old age of 48 and it is on the outside of my right leg. It goes from my knee to my ankle. There were a few spots that hurt when the artist was working on my tattoo, but it didn't hurt anywhere like I had been told it would. Before you get a tattoo go to different tattoo shops, check them out, watch someone getting a tattoo done. Make sure it is a clean shop and that they use sterile guns etc. Also ask to see portfolios of the artists in the shop where you will have it done. Be sure that this is what you really want because it will be for ever. I have no regrets getting a tattoo and some day would like another one.

I think the age for getting a tattoo varies by state. In Michigan, you have to be 18, but you can be 16 if a parent accompanies you. Under 16, absolutely not.
As for getting the tattoo itself, it felt like a needle just being scraped over my skin. The healing process is what hurts the most. The pain level varies depending on the location of your body. Both of my tattoos are on the back of my shoulder. I've heard that the lower back and anything over bone hurts a lot worse. And also, if you're getting an outline and then colored in, it hurts worse because the coloring is going over areas that have already been penetrated by the needle.

Generally 18, and highly recommended that you wait. Aside from using that time to really settle on a design, it just makes it easier to not have to worry about parents.
And yes, it will be sore, and not just immediately after you get the tat. It lessens over the course of a couple of days to a week or so, depending on your tolerance, the work done, size, color versus shading, etc.
It also is mostly healed up in about two weeks, but still takes 1-3 months to fully settle in to it's permanent look.

18 unless you have a parent there to sign a waver for you.. Some states require both parents to be there to sign because for most of us tattoos are permanent because we cant afford the removal surgery.
