A party boat takes a party of people out fishing. Generally, each passenger pays for a ticket separately. This is opposed to a charter boat, where a person or group charters the entire boat, or a private boat, where the owner takes his friends out.
Party boats run from most harbors along the sea coast. Trips range from a few hours to a few weeks in length (some San Diego boats run as far south as Clipperton island, and spend up to 23 days at sea). Fares can range from maybe $30 on up to several thousand dollars per trip, depending on the length of trip, size of the boat, and the style of fishing.
Depending on the location and trip length, you can catch just about any saltwater fish off party boats, from sanddabs to marlin. Bait is generally provided, but in general you must bring your own tackle.
So what's your question?

Only one problem with party boats, there are too many fishermen and not enough fish. If a party boat has 25 anglers and there are only a certain amount of fish in the water, not everyone is going to go home with something to eat.
