It is actually a law. And by law, when you try on a swimsuit you must wear underwear underneath. It is an issue of being sanitary. One cannot wear something up against skin in such a personal area, it would be easy for diseases to be passed. I'm sure you could actually try on underwear if you tried it on over your underwear.

A bathing suit is NOT the same thing as underwear. Women don't try on underwear in the store either and we have to wear underwear underneath when we try on bathing suits.

I want to add that in addition to having to wear underwear when you try on bathing suits, there's also a hygenic liner that's in the swimsuits that you remove when you purchase it. That and if you take men's underwear out of the typical plastic package, it's now worthless. Women's bathing suits don't come in little plastic bags that would show everyone that they've been tried on.

we are actually supposed to try on the suits with underwear or just the tops. I know that it's not always done this way, which is gross! Just wash it before you really wear it. So, just like women are not able to try on underwear neither are men.

Women are supposed to keep their underwear on while trying on swimsuits. Nobody should try on underwear in a store.

State codes require women to keep their underwear on while trying on swimming suits.

That's it. Why would someone want to try on underwear in a store? (kind of gross...)

There's a difference between bathing suits and underwear, although sometimes, it's difficult to see it. Women cannot try on underwear either (underpants). They are allowed to try on bathing suits, but do so at their own risk (infections, etc).

You are comparing apples and oranges. Or rather, swimsuits and underwear. Most stores will let you try swim suits on OVER underwear, but not against your naked naughty bits, for obvious reasons of hygiene and a general "ick" factor.
