first technology is misspelled. More importantly, the parameters which define your question are key. If we are to suggest that space travel is encompassed in your definition of ; then it would be safe bet to answer USA. Since we(USA) have done more space exploration than Russia. This is the big picture answer to your question.
However if we are to place nano-technology, superconductors and micro-electrical circuits inclusive to the question; then Russia may give us a run for our money--maybe not. It would give more clarity to the question to ask about Sweden, Japan and Germany.

I suspect it's the US. We have a more elaborate cell phone network and own all the CDMA patents that are the basis for the cell network.
