They are just construction workers. You have to get a degree in Engineering and be registered with the National Council of Examiners for Engineering and Surveying (NCESS) in order to be considered an engineer.

construction workers are called construction workers... but engineers are the ones that tells d construction worker what has to be done. construction engineers are generally under 3 heads. Design, who designs the complete structure. Project manager, the one who makes d project possible. Site Engineer, the one who makes d building from paper to reality.

there are specialties in the construction field such as plumbers, electricians, metal workers, hvac installers etc.
they are just not "construction workers" as their specialties
are a time honored tradition and more than likely have been taught to them by their father's. their education is learned and takes some time to perfect and get licensed in their respective fields. in my life i have seen some six year graduates in engineering that were far dumber at construction
projects than a three year apprentice. life is a far better teacher but education helps.
