Because the person you're asking about is in Ohio, yes, he'll go to Parris Island for boot camp. Then he'll go somewhere else for job training. If he's in the Reserves, he will be stationed in his home state. If he's not, he'll be stationed at one of the main USMC bases for whatever his job specialty is.

There are 3 main Marine Corps Bases. North Carolina, California, and Okinawa Japan. Not all Marines are sent to Iraq/Afghanistan.

No. 1st Division is located in Camp Pendleton, CA and 2nd Division is located in Camp Lejuene, NC. Marines trained in North Carolina are mostly Marines from the East Coast. I know a few Marines that went to MCRD SD but was is now stationed in NC.

I'm a Reservist with 2nd Battalion 24th Marines and we go to Camp Pendleton for our training before we get deployed.

No,

I fought plenty in Iraq, never saw N. Carolina.

You could get lucky and get stationed at the good old Marine Corps Air Ground Combat Training Center Twentynine Palms, CA. The entire 7th Marine Regiment (Reinforced) is there. Currently they usually make any unit that is deploying to Iraq train at Twentynine Palms, CA prior to deployment. Btw its in the middle of Death Valley, CA and the desert is far worse than Iraq as far as tempature variations and general shittiness..

If you are stationed at Twentynine Palms, Iraq seems like vacation paradise.

Marines also have a basic training center near San Diego, California. Because of their work, Marines are located near navy yards. The only marines you will find inland are recruiters.

They don't all go to North Carolina first but yes if you enlist you will probably go to Iraq or Afghanistan.

Well....I think in most cases you can pick the "job" you want in the Marines, but as far as where you go.....I don't think you have much say in that......but I have not been in, this just comes from what I gather from friends of mine who have served.
