The course content is different between the two. Physics has a broader and less in depth curriculum. EE's tend to specialize more.

Courses in electrical engineering are more likely to be specific to the engineering field. A general physics class covering E&M would likely broadly touch on may aspects of E&M while an electrical engineering class would touch on fewer subjects and go into more applicable than theoretical aspects.
