Just fill in the form for a replacement and pay £19 because you have lost the current one even though it's a change of address because you are meant to return the old if you had it and change address. But in your case cause it's lost you pay £19.

Just apply for a replacement & tell them your new address at the same time. Your new licence will be a photocard, so you'll need to get the photos and get 'em certified as per the application form.

Potential problem. You are supposed to send the old licence back when you update, so you are asking for a new licence to be sent to an address they don't know about. Best of luck with your driving test!

Its England you get fined for everything look at it this way, you'll get fined if you don't change the address within 6 months of moving home but they'll also charge you £19 if you request a new one you very rarely need your driving license so i wouldn't bother untill you need it

Not if it's lost as you haven't had to produce it. Just get the forms from the post office and get another one. This one will be a photo licence, so you need a passport photo.

I don't think you will be fined - as I am sure the form you need to fill in doesn't ask for a date of move.

I`m surprised you havent renewed it after such a long time. Do you display such a casual attitude to tiresome things like insurance, MOT, road tax.
