If there were enough corrupt police to warrant a study, there'd be an official answer available to you.
But, since there is no official "percentage" info available, take that to mean that corrupt police officers are few and far between... I'm 45ish and have had the grand opportunity to travel to many states in the U.S... the police in all those states have been esteemed and respected members of their community.
Once I got a ticket from a surly state trooper. I doubt he was corrupt. Probably just having a bad morning. Coincidentally, I was surly, myself, when I got to work.

After the of the worst Police scandle in American History the department involved (2nd largest in America) publicly (told the media about it) ordered all cops who knew anything to be whistle blowers or else face federal arest. Well a few spoke up and were promptly fired. The article below IS NOT ABOUT THAT DEPARTMENT but is a good example of why being a cop is one catagory below the guys who club baby seals for a living.

After living in Denver and Chicago and watching hundreds of police cars driving around and watching them for traffic violations: about 90% at LEAST break SOME traffic law REGULARLY. (NOTE: I KNOW cops can break traffic laws in emergencies, I not talking about those times. In Colorado, a police car is never allowed to not use turn signals. This is a violation that is very easy to see as an observer. This is partly what I base my 90% estimate on. Almost as a rule, when I first see a cop car, I will watch for this and sure enought it happens almost every time...within SECONDS)
I think a cop breaking traffic laws is abusing their power. They should be getting pulled over and/or ticketed by themselves or their coworkers. They certainly expect civilians to know and constantly obey traffic laws, they darn well better be doing it themselves.
Bottom line: Cops do break the law VERY often. The law is the law is the law. If they are breaking it they are breaking it.

That's impossible to answer. Those officers who are corrupt aren't telling, and those who are only tell their fellow corrupt buddies, who aren't telling.
