normal police procedure in such a situation requires that the existinghand is cuffed to the wrist of a police officer therefore preventing escape. If the suspect was acting violently or dangerously or if the arresting officer believes that the suspect poses a threat then the suspect can be restrained in either a shackle or straight-jacket. The police can use reasonable force in restraining a person.

The cuffs can be slipped beneath the individuals belt where both cuffs are affixed to the individuals good arm while the belt holds the arm and handcuffs in place.

Cops use a chain belt that has loops on it. They attached the handcuff around the wrist, then onto one of the loops.

Man, too bad I retired. Ii got some good info on this question. Gee, I should've thought about it more. I used to just slit their cheek open and put one cuff through the hole and then the other to his hand. Damn, thanks guys.
