The main attractions of the 30D vs. the XTi / 400D are:
* better build quality (metal body vs. plastic)
* shutter rated for 100,000 actuations vs. 50,000
* 5 frames per second vs. 3.
* the ISO setting goes up to 3200 vs. 1600.
* the 30D has a spot meter.
* and the 30D has a better control lay out.
Other that that, they're pretty much equal. The Rebel XTi has the same AF system as the 30D, and it actually has more megapixels (10 vs. 8). The image quality is also equal.
So, if you plan on shooting in rugged conditions, or if you shoot a lot of sports, get the 30D. Otherwise just spend the price difference on lenses.
Both cameras are fantastic value for money.
Here are two in-depth reviews for the 30D. These same sites also have reviews for the XTi:

1 reason. If you have small hands get the XTi. If you have normal hands get the 30D, you will love it.
