If I buy American two way radios eg- cobra radios, will they work in the uk?

They will work between each other, but the frequency they are on is not for public use and you will interfere with emergency services, when they trace you, you will be heavily fined. You may also cause a loss of life.

If they are 2-way radios, they will work anywhere. They don't care where they are located since they only communicate with each other. There's no cell towers or satellites involved here. 2-way means from one handset to the other. They may not, however, communicate with UK-purchased 2-way radios.

Theres no reason why not. You may need to enquire about licencing for specific frequencies though to avoid interfering with others. Always best to check.

Ofcom or the JFMG are the people to talk to. They will tell you if the frequencies are clear to use.

2 of them will work together but they will be illegal.
