You can't make them smaller without surgery short of losing weight. And, even with losing weight, there is no guarantee that you will lose it from your bust line.
However, you can make your bust appear smaller by wearing minimizer bras. These can be purchased at any upscale department store, Sears or Penneys. Go to the store and try some on to see if you like how they make you look.

Losing weight through dieting may help.
