in the state of Illinois you would have received a ticket for improper backing,as it is your responsibility to make sure you are safely backing without impeding traffic

If I understand this you were moving backwards and the othercar was moving forwards. If either of you was stopped, I would say that the other was at fault. If you were driving down the street backwards, I would say that it is the same as if you were driving forwards on the wrong side of the street . You are at fault . If you were backing out of an angled parking spot and hit a passing car, you are at fault.

Coming in? You mean in a driveway? Parking lot? On ramp? (ok, if its the last one, you most definately are) Generally speaking fault is determined by the officer at the scene. (unless the other guy is drunk, then unless the cop is a retard which has happened to me) It is all about who had the right of way. What were you backing out from? How hard did they hit you? If its a driveway..it shouldnt be that bad. If it is, were they driving safely? wreckless?

Normally if an insured is hit in the Rear, it is the fault of the driver behind you. However if that person was already parked and you backed up and hit them, then Yes it would be your fault.

Yes you are. you are responsible for the damages your car makes either in drive or in reverse.
