A community police officer is one who walks around his community and deals with the civilians personally on a daily basis. They are typically entry level police officers.

I've seen where agencies such as Portland, Or, have listed positions available as "Community Police Officer."

This is not a title that should be confused with that of the "C.O.P.S" program which is a political philosophy in which the police and police department are seen as members of the community, with police officers being part of where they live and work. Cities and counties that subscribe to this philosophy tend to do much more community work than traditional police departments. This often includes having more police officers who "walk the beat" as opposed to driving around in police cars. The basic idea is to create bonds of trust and reliance between police and the public.

As long as the title associated with "community" is that of "Police Officer" you are getting a law enforcement officer that meets your states required standards of training mandated by law.
