Justice has already been brought to Iraq and Afghanistan. Both countries have set up criminal justice systems, and preform court duties on a daily basis.
However I think you meant your question to be, "Can the USA bring order to Iraq and Afghanistan? The answer to that is also YES. Order can be brought to both nations if the military is funded and given the ability to do so. As long as the Democratic party in Congress interferes and tries to micromanage the "war" effort the violence will only get worse. All we have to do is look to the FLN, Algeria, and France in the 1950s, and 60s. The Army had the FLN all but beat. Then the French legislature tried to micromanage the war and set a date to withdrawal from Algeria. From the date that the withdrawal date was set to that date over 1 million people were killed and the terrorism of yosef Saadi went to Paris. Setting a withdrawal date was the death of France. Terrorism is still occurring in France and it can all be traced back to Charles DeGalle setting a date for withdrawal from Algeria.

No, no one can bring justice anywhere, the local population has to want justice. This is obviously is not the case, I believe the US and UK have done all they can to "help" the people now would be a good time to leave and leave the rest to the local populations. I f they chose to go with democracy that's great, if they don't then they will most likely resort back to a dictatorship.

The U.S. and Coalition forces cannot directly bring justice to the Middle East region. Each of the countries must want it themselves. Justice involves many different intellectual areas: compassion, equality, fairness, retribution, and conformity to name a few. Until all parties are willing to accept responsibility for their own actions and be willing to accept that just because someone doesn't think as they do that they must die, justice never will be achieved.

What defines justice?
If you mean getting those who attacked us, namely bin Laden; then I would say that's justice. However doesn't seem to be a major focus at the moment.
Will we bring peace and democracy to the middle east? It's not our descision to make; in the end, that is the choice of the Iraqi and Afghani people. It's their homeland.

No way. The citizens of those countries have to want it and fight for it just like we did 200+ yrs ago. They have to value their children more than they hate one another.
