I've heard 'seen' used that way ("I seen a dress I liked at a store.") FAR too much lately.
Obviously the correct way to say or write this is "I've seen a dress I liked at a store" or "I saw a dress I liked at a store".
I don't know how to stop people from using 'seen' incorrectly other than through a mass culling.

In the case you're asking about, "seen" is incorrect.
When you use "seen" you have to use "had" or "have" before it, otherwise it is generally "saw".
Remember: these are just rules of thumb, as the "i before e, except after c, except when it sounds like a" case usually works. With one or two exceptions.

I have seen the red dress. or I saw the red dress yesterday. you need those additional words.

Saw would be the correct usage of the verb in this sentence.
I see (present tense); - I saw (aorist, or past tense); - I am in a state of having seen = I know (perfect tense).

its I saw or you can use the possessive I've seen( I have seen). These are both past tense.
