You may apply for the lottery if you are in the US, even if you are there illegally. If you win, though, you will not be allowed to adjust status but will have to apply for your visa at a US embassy or consulate outside the US.
Once you submit your visa application, the consular officer will decide whether or not the visa can be issued, based on whether your illegal status made you ineligible to receive any kind of visa.

The DV lottery allows the winner to apply for residency (something like 6 % are rejected). One of the requirements is that you must be of good moral character. If you are illegal how can you be of good moral character?

There are many visa that you can get! It pisses me off if you are here illegally. That means your are to lazy to do things the right way. Why would I want someone is my country like that? He right that you should be morale and of good character!

in order to be eligible for the lottery , you must be out of the USA , if you are already living in the US illegally ?unfortunately you are not eligible for the lottery :-(
