I am trying to get pictures off of my wedding DVD, but I am not sure how too. Do I need software or are there websites that can help me do it without me having to go to a proffessional? Please help me someone... Dont have any wedding pics just a video on dvd.

Depends if you are on a Mac or PC or whatever.
On a PC you can use PowerDVD to get the most accurate frame captures. You press the 'C' button on every frame you want to capture, and the file is saved to a screen capture folder.

Note that NTSC DVD contains non-square pixels. Now, your capture will be square-pixel. This means that your captured images WILL have an incorrect pixel aspect ratio.
To repair:
Stretch 720x480 Fullscreen images to 720x534.
Stretch 720x480 Widescreen images to 856x480.
(this might be too much information, but it will give you the best possible results. : )

On both Mac & PC you can also take screen shots
PC - Print Scrn. This saves a file to your clipboard that must be pasted into a graphic app.
Mac - Command, Shift, and 3. this creates a PNG file on your desktop.
I am unsure of 3rd-party Mac software that will accomplish this.

Resolution from video is not sufficient for printing photos. It will be very pixelated even printed at 4x6.
