Not any more, not since 9/11. Federal regulations require banks to ask for two forms of ID and proof of your social security number now when you open a bank account in order to ensure that you're not laundering money for a terrorist front.

ITINs are not valid identification outside the tax system. Since ITINs are strictly for tax processing, IRS does not apply the same standards as agencies that provide genuine identity certification.
ITIN applicants are not required to apply in person, and IRS does not further validate the authenticity of identity documents. ITINs do not prove identity outside the tax system, and should not be offered or accepted as identification for non-tax purposes

A tax ID number can be used instead of a SSN to open a banking account; how else do you think foreign nationals manage their finances when they come to the US to work?

You should be able to use a current passport, valid driver's license or state ID, or other "Federal" documentation to open an account.

You can get an Individual Taxpayer Identification Number (ITIN) from the IRS. ITIN is a tax processing number that became available July 1, 1996, for certain nonresident and resident aliens, their spouse and dependents. The ITIN is only available to individuals who cannot get a social security number (SSN).

No, you need a TIN of some sort to open an account. If you are a US citizen or legal resident, your SSN is mandatory.
