What are the procedures, the materials and the guidelines needed to carry out a road construction?

1) determine the requirements for the road.
2) claim the ground where the road is supposed to be. This can take years ten years or more !
3) contract companies that can construct the road.

A real basic road (not highway service):
Clearing/grubbing the road path.
Remove top soil and excavate to depth required for finished road height.
Scarify and compact sub base to required compaction. (typically 6"-12" deep)
If using asphalt, might add a layer of geotech fabric.
Add base and compact to required compaction. (typically 12" to 18" depending on road surface material)
Place rebar and pour concrete road, or pave asphalt surface.
Don't forget to slope or crown surface to allow for water run-off.
