can a police patrol boat of a UN country chase a vessel carrying huge amounts of illegal drugs, if the vessel has exited territorial warters of that country and is now on the high seas ??

yes they were in the jurisdiction when the chase started.
the vessel exited territorial waaters and is now in high seas ...
should the patrol boat retreit the chase of the vessel entered the territorial of its flag state ?

The circumstances, as I understood you, refer to what is known as "Fresh Pursuit" or "Hot Pursuit."

In felony situations the police may continue a pursuit, despite jurisdictional boundries, until the offender is apprehended!
