I'd put a small thing of mints (no one ever uses the mouthwash), baby powder, a hand lotion, perhaps a misting fan if its in summer, perhaps a body splash. Two different types of soap are nice in case they hate the smell of one of them. (moisturizing antibacterial from Bath and Body Works is great). A plant of some sort is nice. Thats it. You don't need 12 soaps, 5 perfumes, etc--they have already put on their perfume before they came to your wedding.
And most hotels already have a bathroom basket. I was on a tight budget and didn't do bathroom baskets at all. The place had soap and paper towels. I doubt people even notice those extra touchs that add a far amount to your cost.
I was at one and what I did really like was they had a microfiber glasses cleaning cloth in a eyeglass container (so that everyone knew it wasn't just the towel). I was also at one where they had hotwings on the buffet so she had prewrapped wipes in the bathroom so you coud clean your hands and carry it with you back out there. Kleenex is very nice.

Put a sign on it that clearly states that it's a courtesy basket for a wedding and not there for a free for all. We did bathroom baskets for our wedding (really nice ones too) and found out at the end of the night that two little old ladies who were NOT our guests cleaned us out. They took absolutely EVERYTHING, everything.
My friend's mom was in the bathroom changing her grandaughter when they came in came in. She turned around to leave (after they left) and saw that they had cleaned out the entire basket. She said they were wearing shorts and golf shirts, so they clearly weren't guests. I can't even tell you how mad that made me, so I suggest putting a VERY clear sign on your basket if you choose to do one.

I would put liquid soap, hand towles (make sure someone goes in and changes them every hour or so), a light scented lotion are the basics. If you want to go a little fancier put in a small sewing kit (never fails that some one needs a saftey pin), a lint roller and maybe some anti static spray.

In my opinion, this is a frivolous waste of money. I never heard of such a thing! I will not do such a thing.
All that matters is that we get married and have fun. Years from now, no one is going to be saying, "remember the bathroom baskets"? Instead, they will be saying, "remember how much fun we had, and the food was great". So I am just going to make sure it's fun with good food.
Save yourself the time, money, and aggravation! All they need is TP to wipe their a@@ and soap and paper towels to wash their hands!

shout wipes
mini sewing kit
matches
hair ties (ponytail holders)
I got the greatest feedback on the brush-ups. They were a hit!
