I'm assuming your puppy won't give you anything it has in it's mouth...food or toys.
If it's food, it could be in the past it went hungry (if you didn't get it at 8 wks maybe a previous owner didn't feed it enough..or it had to struggle with other stronger pups to get a basic amount of food). Don't give your puppy it's food on the floor 24 hours a day. Feed it as required but let the puppy see you put the food in the bowl so it realizes you are head of the pack and you are the one feeding it!
Toys....could it be playing.? NEVER play tug of war with a puppy and let it win. If you have children advise them not to as well. It gives the dog the idea it's further up the pack than it really is, and as a result it will be more aggressive.
You can keep trying or since dog training hasn't worked (I assume you went to group classes), try hiring someone who uses positive reinforcement on a private basis. You have made a committment to this dog and I'm sure love it, so another few dollars will be well spent.

When the puppy has a something in it's mouth get a small treat and tell her to drop it while showing the treat. Give the treat AS SOON as it drops what is in its mouth. When the treat is gone give the toy back. If it is something that is not supposed to be chewed on by the puppy just do not give that back, but give it an appropriate toy. I have taught my puppy from 6 weeks old what leave it meant. I would lay a treat on the floor and say leave it. Now no matter what she starts sniffing at or picking up all I have to say is leave it and she will drop it and go on her way like she never had it. Treats work great in training. You want to teach your puppy what to do in a positive way, not just what not to do. It's just like a child, if you keep saying no all the time, they don't know what they are supposed to do.

He's a fisty little guy lol but you should try obedanice one more time or get a musel than if you get the musel keep it on for a few hours and tell the dog no biteing than after having the musel you give him a treat i'm sure it will work.

Sounds like he is all puppy! Be patient cause that's the way god made em!!! They are like children. You have to take all the time in the world to teach them, love them & enjoy them! Probably not encouraging him would be the first thing. Even though it is so cute and you just want to play with him! Take the thing he is being aggressive with and put it where he can't get it. Look him in the eye, make sure you have his attention, scold him (with love!) Pick him up and calm him if possible. When he is calm give him a treat. Just my suggestion. Treat him like he is one of your children, cause he is. You may end up putting everything in the house up, but so be it! Till he understands.........You should provide him with lots of his own toys. Let him know which things are his. That way he can chew all he wants. Those pieces of raw hide are great. Those hard rubber balls that make noise. Hang a knotty rope from the ceiling (if inside or a tree limb etc if outside) just low enough for him to reach. It is fun for him and fun to watch! Mine even has an old deer horn! Not a big one. She must have at least 15 toys she plays with, she is never bored!
Here is my ornery little one (not my husband! Ha) Her name is "Idgie".

Get a book on establishing pack order and do what it suggests. I know that's kind of vague, sorry.
