can anyone just walk in and file a police report?

Of course anyone can go to the police station to file a report.
You should bring with you anything that is relevant to what you are reporting. If there are documents or something else relevant then take it. If you are reporting damage to your car, bring it.
If you are reporting something involving your house (a break in or damage) you should call and ask the police to come to you.

Just go and tell them what ever happened. If you have witnesses to what happened it is a good idea to bring them with you, it will substantiate your story.
Any one can walk into a police station and report a crime/file a report with them.

You need to bring yourself. Speak clearly and decisively. No one wants to hear you babble, so leave out the irrelevant bullshit. You'll be finished making your report in no time.

I report suspicious activities all the time by phone.... I didn't need anything just gave them my phone # and my name and that was all..
