Yes, even on the Web. But look for a chat site or forum with native English speakers who won't ridicule you and are prepared to encourage you and correct your mistakes in a polite and considerate way.
Like this :
"i d like learn english with a people,i am a teenage,it's possible?"
Better : "I'd like *to* learn *English* with people. *I'm* a *teenager*. *Is it* possible?"

Yeah you can learn,no problem. but watch out for perverts and freaks who might try to take advantage of young naive teenage girls,send me photos of yourself along with your email address so i can tell you who to look out for.if you happen to have any photos of your friends, you should send me those too.Be carefull some people are freaks!!
