Words will evaporate soon. Deeds will last longer than lifetime. Words can be made weighty if they are supported by deeds.Personality of a man is judged by how close he/she gets as far as words and deeds are concerned.

Because words; of their own, carry no meaning and can be subjected to any interpretations and pretentions. refusal, rebuttal, perception, prejudice, unless clearly understood by the one who expresses and the one who expects.
If after clear understanding on what was meant and what was to be expected, if one has not reacted by appropriate deeds, then that is wrong. As people are imperfect such difference exist.

It would depend on what it was that was being acted out. Sometimes words aren't enough. 'To speak' is a verb description. Deeds are descriptions of verbs-- actions. They can mean others things being done, and they can be the same things. A deed can be spoken.
