A "marketing strategy" is a plan for using marketing tools to pursue a marketing objective. For example: let's say I want to sell hair-coloring to old men. I develop a marketing strategy for advertisements on the TV network news, because old guys watch the news. I also decide to use images of younger women in those ads, because I've found that older men think darkening their hair will instantly make them babe-magnets.

"Strategic marketing", on the other hand, is using marketing to further a specific business strategy. So, continuing the old man hair-coloring example from above, let's say I want my hair-color business to be 100% web-based. My strategic marketing will be to pinpoint gray-haired male users of the internet.
