It's a culmunation of both. However, if you want a romantic guy, don't look in pseudo-chat rooms like this. Put the chips and Twinkies away, roll (literally) off the couch and get out there where the real people are.
Worst case senerio, wear something skimpy and provocative to weed out the undesirables. Or to have some unromantic fun to hold you over.

The romantic guys would still want to get into your pants. I suppose the difference would be they would want to get to know you first and fall in love... then get into your pants eventually. Know the difference.
Guys who just want to get into your pants would be flirty right away. Romantic guys treat you out and show interest in who you are.

I was a romantic guy when I was younger and stupider.
After realizing (after many years of rejection) that women haven't the slightest interest in that, I'm more of an "Into your pants" sort of guy.

It really depends on a variety of factors.
Typically (and I'm not typecasting), younger men are very focused on physicality. This is simply because of biology, hormones (as ridiculous as it sounds), and immaturity.
As men get older, and sex (while still good/high priority) becomes less important to them, they begin to focus more on finding lovers/mates/girlfriends who connect well with them on multiple levels.
There are exceptions to this, of course. Some younger men are mature enough to restrain from just trying to seduce a woman, and then run out on her. Some older men use their better position in society to do JUST that, without fear of reprieve.
The best advice on this is to be patient and learn about the guy.
His past history with women (as boring or offensive as it is) is actually indicative of how he will perform in the future....with you.
Judge him by how he treated and/or speaks about his ex-gf's...because you can see how you might be treated if you fall to that level.
