According to the Bible, found beginning in Genesis 4, Cain, the first murderer, is also the founder of the first city .
Two sons were born to Adam and Eve: Cain and Abel. Cain was firstborn.Cain built the first city and named it after his firstborn son, Enoch (Hebrew: Chanoch), . It was built east of Eden in the land of Nod. Nod was probably in Asia, maybe China

The first city builder was Cain, who named the city after his son Enoch. Genesis 4:17 says, "Afterward Cain had intercourse with his wife and she became pregnant and gave birth to Enoch. Then he engaged in building a city and called the city’s name by the name of his son Enoch."

Cain the brother of Able took one of his sisters and went and built a city. He named the city after his first born son named Enoch, I believe.
