Leaders decide not to follow Gods laws. I guess they think they are too radical or they know better than God. Under the law (eye for an eye) Homosexuals, adulterers, relatives that have sex with other than husband/wife and so on are to be put to death. If you are not going to follow the rules you won't get to the results. Plus the fact that there are whole nations that do abominable things and will have nothing to do with God but worship anything but.

World peace is NEVER a reality, just a wishful dream. World peace is NEVER attainable because humans are incorrigibly sinful. The Bible speaks about a 1,000 year reign of relative "world peace" under the reign of Christ, but this is just a temporal period that God allowed to show that man still has a rebellious nature in him such that he would join with the devil at the end of 1,000 years to rebel against God. At that time God will totally eradicate the devil and all evil and then true paradise will come for all eternity in the new heavens and new earth.

The New Testament states "The greatest commandment is this to love the Lord thy God with all thy heart, and soul, and mind. And the second is this, to love thy neighbor as thy self. The world would work in peace and cooperation if we all followed this principle. But we can't even get the first one right and love God unconditionally as foremost in our life. Until we do this, we will never be able to get along with our neighbors.

The Law

We are of the Old Ways, among those who walk with the Goddess and God and receive Their love.

Keep the Sabbats and Esbats to the best of your abilities, for to do otherwise is to lessen your connection with the Goddess and God.

Harm none. This, the oldest law, is not open to interpretation or change.

Shed not blood in ritual; the Goddess and God need not blood to be duly worshipped.

Those of our ways are kind to all creatures, for hurtful thoughts are quiet draining and aren't worth the loss of energy.

Misery is self-created; so, too, is joy, so create joy and disdain misery and unhappiness. And this is within your power. So harm not.

Teach only what you know, to the best of your ability, to those students who you choose, but teach not to those who would use your instructions for destruction or control. Also, teach not to boost pride, forever remember: She who teaches out of love shall be enfolded in the arms of the Goddess and God.

Ever remember that if you would be of our way, keep the law close to your heart, for it is the nature of the Wicca to keep the Law.

If ever the need arises, any law may be changed or discarded, and new laws written to replace them, so long as the new laws don't break the oldest law of all: Harm None.

Blessings of the Goddess and God on us all.

Well I fight with this daily. We have all learned that lesson but are still selfish...bottom line is always about what can I get out of it? Shame really.
We do have to survive but at what cost? Turn the other cheek I say...I give chances but its hard..but I feel good when I am able to do it. WE have to start paying it forward..kee pushing the good vibe and doing what we can to brighten someones day..its contagious...try it!!

Your thesis is totally reliant on the notion that those that instituted punishment for crime did it to obtain world peace, when in fact, they did it because the world had criminals.
So I guess the answer is, because that wasn't the intent.

Well you seem to have all of the answers why don't you tell us how to attain world peace?
The answer is because you can't. God said that the world will always be at war and that it will just get worse as the end times near.
