Yes, you are being scamed. If you go to that website they'll ask you to fill out a form with all kinds of personal information. Haven't you ever heard of identity theft? It's not really yahoo that is sending you the messege it is someone else who has set up an account with yahoo to make it look like they are yahoo but they really aren't.
Please don't fall for it or you're screwed.
