I was talking about this with 2 different buddies this weekend. On one hand, why would God want to give $ only to the non-believer? Since all wealth is His anyway, and He can give or taketh away, why wouldn't he want to spread the wealth to His followers some of the time? Especially if that person was a faithful tither. After all, faithful in little, faithful in much. So the work of the church would also be helped by the generous tithe, which is 10% of your wage or winnings. Some people think it's 10% of the total, some think it's 10% of the net you receive after taxes. I don't even wanna get into that!!
And if you were gonna buy a Snickers for $1, why would He be OK with that and not with the ticket? Now, if you were so broke at that time that both the candy OR the ticket was wasteful, He probably wouldn't bless that ticket because you were not being a good steward of what He had given you to that point.
I guess that it is up to the Holy Spirit to guide you on this. We all know murder is wrong because the Bible tells us so. Other nuances of life, such as this, must be determined in our own hearts. Good luck and God bless you for trying to determine what is right.

The president of the LDS Church, who I believe is a prophet of God, has made it very clear we should stay away from any form of gambling, including lotteries.
From the article I referenced below here's a short quote:
"The pursuit of a game of chance may seem like harmless fun. But there attaches to it an intensity that actually shows on the faces of those who are playing. And in all too many cases this practice, which appears innocent, can lead to an actual addiction. The Church has been and is now opposed to this practice. If you have never been involved in poker games or other forms of gambling, don’t start. If you are involved, then quit now while you can do so."

There is no Biblical prohibition against gambling but a Christian should examine them self and ask a few questions before engaging in that type of activity.
Are they operating from faith and asking God to provide for their needs by playing the lottery? Have they received a "word" from God that He plans on blessing them in this manner?
Pro 16:33 The lot is cast into the lap, but its every decision is from the LORD.
Because if they don't have God in the equation then they are basically saying that they believe in chance and luck and that God is not sovereign over his creation.
If they are just playing it for fun are they being responsible with their money? Are all of their bills paid and have they brought their offering to the Lord and set aside some for savings? If not then they are not handling their finances in a responsible Christian fashion.
Lastly, what do they hope to do with the money if they win? Do they want to pray to God to see where He would use them to invest the money in his Kingdom work here on earth or are they trying to trust in money instead of God to have their needs met?

The lottery is nothing more than an incredibly high tax on the poor.
God is an advocate for hard work. If you don't believe that, just read the story of Adam and Eve. When they were cast out of the Garden, they were told they needed to go to work to live. This something for nothing mentality has never been God's way.

I think that each person has to decide for himself or herself if playing the lottery is wrong. If it is a bad witness to someone because they are offended that you play the lottery then you probably shouldn't do it. The Bible says that we should abstain from all appearance of evil. You might not miss a dollar here and there but it isn't just about the money. You probably won't win anyhow but if it hurts your witness then you shouldn't.

It is a very foolish thing for anyone to play the lottery.
1. It is addictive, psychologically
2. It is an awful waste of money
3. It appeals to greed, and most people end up being a victim of their own greed.
If you really want to throw your money away, why not throw it where it will help somebody? Lots of little children are starving to death in this world. i know a little girl whose body is covered with burn scars because when her clothes caught fire there was no water in the house, or even close to the house.
