It doesn't matter if you're all in the space or not. As long as you obstructed the handicapped spot, you'll get the ticket. It sounds like you parted in that 'zoned off' space between handicapped spaces where they unload wheelchairs or something. THAT is bad, bad, bad.
As for it's a snow storm or not, that's a hard one to convince them otherwise... As you'd usually also have a blue curb, AND the street sign, not to mention the handicapped sign on the ground. Unless it's like whiteout conditions it's be kinda hard to argue that you failed to spot ANY of the three. Then you'd be guilty of negligence. ;)
Usually there are two ways to do this: by mail ("trial by declaration") where you write a letter and submit evidence, and whoever cited you will also write a letter, and the judge/commissioner will look at both and issue a ruling. Or you can request a court date and present your argument in person. However, you have to declare your intentions within 21 or 30 days, depending on what it says on the ticket.

If you plead guilty, you will not get a chance to plead your case. If you plead not guilty, and are found guilty, the fine may be higher. Sometimes the judge may give you options, but that all depends on what jurisdiction gave you the citation. Personally, your excuse is poor. Police don't ticket 70% of you car, and you could easily see the sign once you exited the vehicle. If you really don't have a legitimate excuse for blocking handicapped parking, and I can't think of any, you may just have to chalk this one to experience.

if you go to court by urself you cn loose the case.
however you can hire a ticket lawyer and they can release the ticket.wont show on your record no points and you dont haveto pay
