When a customer is finished, they should put it on the runner provided alongside the conveyor. The next person in line should put it on the conveyor before putting their groceries down.

It's like asking if this glass of water is half full or half empty. I say the final answer is that it's up to the next person in line. If the person ahead didn't put a bar down at the end of their load. If nothing there, then place it there.
If no bar, unload your stuff about a foot, and keep your hand on the closest item. (stop the cashier from taking your order on to the other).
But people can also be rude. Like they'll place one item in the middle of the table while standing at the end of the table making the bar unreachable. this person should put the bar down in respect so you could start unloading your stuff without having to do the reach of faith, or asking, then getting thier blank looks at the end.

It all really depends. I work in front of the store as a cashier sometimes and i see it done both ways. I see some customers but the dividing bar for the next customer, because they are being nice, and some don't. But usually i see the custumer before them doing this.
Its just easier to place it yourself after your own order, so you won't confuse the cashier with your things and the person behind yourself's.

It's nobody's 'job'... it's not even necessary, but it seems that people are always in such a huge rush to cram every item onto the belt as quickly as possible that they can't allow a few inches of space between their order and the one in front!
I usually put the bar down when I start unloading my groceries, because if the person in front of me has a large order it's usually filled the entire belt when they're done, and they've moved up to watch the first items get rung in.

I feel it is a courtesy for the first person in line to place the dividing bar after his or her order. However, the next person is responsible for checking that there is a bar before and after his order. Because the bar clearly shows what items belong to whom.

Whenever I come up to the register I put the bar down before my goods and after my goods. 99% of the time I see someone put the divider behind their items and i always thank them for doing so. Then I put one down behind me and usually get thanked for doing so.

The one in line with the most anal-retentive personality will always be the one to put the divider up before AND after his or her groceries. All other personalities won't care enough to even question this predicament.

The next customer -MUST- put it up if it is not there already. The lead customer -MAY- put it up if they choose to.
I mean what if there is no one behind them? Do they put it up? What if someone comes behind them later? Do they then fumble for the divider when the person coming up behind them could just as easily put it up?

I always put it after I place my order on the belt for the sake of the next customer so they can start placing their items next.

I usually put one behind my groceries as well, since I'm standing closer to the register, it's easier for me to reach than for the person behind me. But I've never really thought of this as a big issue, if the person in front of me hasn't put one down I get it, no big deal, I don't think they're rude for not putting it down for me.
