Yes ephedrine is considered a drug. No they are not illegal. They are just not recommended for use because of the increased risk they give you for an adverse cardiac incident. May be discourgaged or banned from certain places but not illegal.

a cheap speed not to be abused my friend died from a cerebral hemorrhage caused by ephedrine in the form of white crosses he got by mail order

Yes, and it now illegal, if you take it and get a pee test they'll tell you you are on speed.
