Sure, you only need to use common sense. If a local tells you not to go somewhere don't do it, if someone you don't know offers you a drink don't accept it. I'd suggest to learn some basic Spanish, or in its absence a friend so you're not alone (it's not important if that person doesn't speak Spanish either... lie the saying goes: "two heads think better than one").

Ps. There's also websites where you can ask for more opinions (try skyscrapercity.com go to the Colombian subforum and ask, no worries lots of them speak English, and there's a couple of people from Cartago itself)

Colombia is safe, obviously it has dangerous parts, but in general, Colombia is safe, you just have to follow like some rules, never show what you have (money, camera,iPod, etc), when I say don't show, I don't mean that you can't take that out, I mean, that you'd better be careful. if you are a foreign is better if you go with someone from Colombia, or at least that speaks spanish. In Colombia, the peolple are so kind, so they will help you

well...i'm Colombian and our country is safe in general but still, you have to be careful. i speak spanish english and french, so if you come i could be your guide, cause if you get someone in the airport they might ask you for more money than the one you should pay; languages are my passion, so i do it with no problem. In cartago there are beautiful hand-sewed coats and wear gear. They are sold at really good prices, and their quality is the best. Take care and contact me if you want!
bye

i was raised in colombia but born here in usa......and what i belive is that to live in Colombia you can't assume its like usa. as long as you adapt to the fact that you need to watch out sometimes....it really is not that dangerous. if you are american then don't show you are unless its necessary becuase criminals not just in colombia because it really isisnt that bad but all over the world have an interest in americans. realize that people might take advantage of you if you don't even know where you are standing.
