call your local provider and ask them if they can have one sent to you.. Verizon whitepages comes out once a year, and they are delivered to pretty much everywhere...
the best option would be to just use superpages.com or another internet baised phone directory, as it is the most up to date method (aside from calling directory assistance)
just keep in mind, many people have there numbers unlisted, cell phones, and VoIP services are not listed in the white pages or most other directories

You need to phone the telephone company that serves the area that you are interested. If you are their paying customer you can get one for free, if not they can tell you how much one costs and how to get it. Other than that yo can try to use number look-up tools on the internet.
